Locale for Turkey is back!

The locale Turkey (tr-TR) is available again.

The old data files from 2012 to 2018 have been refurbished and corrected. The partial holidays Ramazan Bayramı Arefesi and Kurban Bayramı Arefesi are currently not supported.
